Returned Peace Corps Volunteers (RPCVs) urge United States Congress to take actions on the war on Tigray

To the Honorable Members of the 117th United States Congress,
These conflicts were not born overnight, and complex histories fuel the flames of current tensions. Many Ethiopians, including those in the country right now and those of the diaspora, continue to detail these issues thoughtfully through their own perspectives, which we urge you to use as references. Several articles have detailed the struggles between federal and regional governments for power, the forever growing issue of regional territorialism, and the mass communication blackouts that are commonplace in Oromia to quell dissent. Before the current attacks in Tigray began, approximately 600,000 people were already reliant on humanitarian assistance.ii In addition, the following stark realities in Tigray as of January 19, 2021 are concerning:
• Over 58,000 refugees have fled to Sudan.iii
• 2.3 million children require humanitarian aid that has been blocked from entering the
region since the start of the conflict.iv
• Telecommunications blackouts in much of the region have prevented people from
contacting their loved ones, and internet is inaccessible throughout the region.v
• There are severe water, food, and medicine shortages.vi
• More than 4.5 million people are in urgent need of emergency food aid.vii
• International media access is restricted.viii
• Over 2 million people have been displaced by the conflict.ix
• Tigrayans are facing ethnic profiling such as travel restrictions, unwarranted searches,
arrests, and job suspensions.x
• Eritrean refugees in Tigray have been killed, abducted and forcibly returned to Eritrea.xi
• Bank accounts opened within the Tigray region were frozen.xii
• Federal airstrikes have hit populated areas and civilian infrastructure, including
universities and cultural and religious sites.xiii
We ask that the United States does not forget that its strongest allies are not simply constituted of politicians in Addis Ababa. They are also the students, teachers, farmers, and healthcare workers that Peace Corps Volunteers collaborated with in the urban and rural communities currently
embroiled in turmoil. We are not writing in support of the Tigray People’s Liberation Front (TPLF) or any political entity, we are writing in support of human dignity.
We invite you to stand with us and urge you to take the following actions:
1. Release a public statement condemning current violence in the region as well as the continuation of blocked telecommunications and internet access.
2. Advocate for the full opening of Tigrayan borders to local and international press in order to document human rights abuses so that all actors can be held accountable.
3. Use available diplomatic pressures to ensure the safe transference of humanitarian aid into all areas of Tigray, including support for Eritrean refugees currently residing there.
4. Urge the United Nations to conduct an investigation into the violence committed against all Ethiopian peoples within the last five years.
5. Condemn all parties inciting violence and advocate for sound reconciliation practices where open dialogue from all those involved is welcome without fear of retribution.
6. Support the bipartisan Senate Resolution 798 proposed by Senator Risch and Senator Cardin on December 10, 2020 concerning the US’s response to the ongoing conflict in the Tigray region of Ethiopia, which incorporates many of the aforementioned demands.xiv
On the first of February it will have been 92 days since this conflict began. Inaction at this critical point in the conflict is unacceptable. As the fighting ostensibly winds down, we are quite sure that the war will continue on a much more pernicious level. Do not turn a blind eye to these
devastations of war. Instead, make clear your support of humanity in a region that is currently being threatened with protracted violence. Let us stand together now.

To the Honorable Members of the 117th United States Congress,
We continue to uphold this mission for those we worked and lived with during our services. We are asking that you support our call to action of publicly condemning the violence that is occurring throughout Ethiopia, and in particular, supporting a peaceful resolution to the war in Tigray.“We are miserably broken by what is happening [in Tigray]. We have lost everything,” Gebrahid Welderfael, a farmer sheltering at Sudan’s Um Rakuba refugee camp, told Reuters. “The one thing we have is that we saved our lives, but we’re suffering here, and we’re not much
better off than those who died."i As Returned Peace Corps Volunteers (RPCVs) who served in Ethiopia and Eritrea, we committed to “help promote a better understanding of Americans on the part of the peoples served” and “to help promote a better understanding of other peoples on the part of Americans.”
These conflicts were not born overnight, and complex histories fuel the flames of current tensions. Many Ethiopians, including those in the country right now and those of the diaspora, continue to detail these issues thoughtfully through their own perspectives, which we urge you to use as references. Several articles have detailed the struggles between federal and regional governments for power, the forever growing issue of regional territorialism, and the mass communication blackouts that are commonplace in Oromia to quell dissent. Before the current attacks in Tigray began, approximately 600,000 people were already reliant on humanitarian assistance.ii In addition, the following stark realities in Tigray as of January 19, 2021 are concerning:
• Over 58,000 refugees have fled to Sudan.iii
• 2.3 million children require humanitarian aid that has been blocked from entering the
region since the start of the conflict.iv
• Telecommunications blackouts in much of the region have prevented people from
contacting their loved ones, and internet is inaccessible throughout the region.v
• There are severe water, food, and medicine shortages.vi
• More than 4.5 million people are in urgent need of emergency food aid.vii
• International media access is restricted.viii
• Over 2 million people have been displaced by the conflict.ix
• Tigrayans are facing ethnic profiling such as travel restrictions, unwarranted searches,
arrests, and job suspensions.x
• Eritrean refugees in Tigray have been killed, abducted and forcibly returned to Eritrea.xi
• Bank accounts opened within the Tigray region were frozen.xii
• Federal airstrikes have hit populated areas and civilian infrastructure, including
universities and cultural and religious sites.xiii
We ask that the United States does not forget that its strongest allies are not simply constituted of politicians in Addis Ababa. They are also the students, teachers, farmers, and healthcare workers that Peace Corps Volunteers collaborated with in the urban and rural communities currently
embroiled in turmoil. We are not writing in support of the Tigray People’s Liberation Front (TPLF) or any political entity, we are writing in support of human dignity.
We invite you to stand with us and urge you to take the following actions:
1. Release a public statement condemning current violence in the region as well as the continuation of blocked telecommunications and internet access.
2. Advocate for the full opening of Tigrayan borders to local and international press in order to document human rights abuses so that all actors can be held accountable.
3. Use available diplomatic pressures to ensure the safe transference of humanitarian aid into all areas of Tigray, including support for Eritrean refugees currently residing there.
4. Urge the United Nations to conduct an investigation into the violence committed against all Ethiopian peoples within the last five years.
5. Condemn all parties inciting violence and advocate for sound reconciliation practices where open dialogue from all those involved is welcome without fear of retribution.
6. Support the bipartisan Senate Resolution 798 proposed by Senator Risch and Senator Cardin on December 10, 2020 concerning the US’s response to the ongoing conflict in the Tigray region of Ethiopia, which incorporates many of the aforementioned demands.xiv
On the first of February it will have been 92 days since this conflict began. Inaction at this critical point in the conflict is unacceptable. As the fighting ostensibly winds down, we are quite sure that the war will continue on a much more pernicious level. Do not turn a blind eye to these
devastations of war. Instead, make clear your support of humanity in a region that is currently being threatened with protracted violence. Let us stand together now.
